Online Complaint Against Corrupt Government Officials

Central Vigilance Commission (CVC), it is an Indian government body created in 1964 to address the governmental corruption. It is a legal body, monitoring all the vigilance activity under the Central Government of India, and advising various authorities in central Government organizations in planning, executing, reviewing and reforming their vigilance work. It was set up by the Government of India to advise and guide Central Government agencies in the field of vigilance.

The CVC Annual Report not only gives the details of the work done by it but also brings out the system failures which leads to corruption in various Departments/Organizations, system improvements, various preventive measures and cases in which the Commission’s advises were ignored etc. The CVC is not an investigating agency, and it either gets the investigation done through the CBI or through the Departmental Chief Vigilance Officers.

The Government of India has authorized the Central Vigilance Commission as the “Designated Agency” to receive written complaints for disclosure on any allegation of corruption or misuse of office and to recommend appropriate action. In a unique move, The Central Vigilance Commission (CVC) has launched an exclusive website ‘VIGEYE’ (an acronym for vigilance eye) where people can upload videos or audios on any act of corruption in government departments directly from their mobile phones. The portal, Vig-Eye, provides a user-friendly platform for citizens to complain against corrupt officials or disclose information on illegal activities. The advantage of VIGEYE includes:

  • Simplified process of filing complaints
  • Authentic identity of the complainant

VIGEYE is completely digitized and gives online access to vigilance information. According to an anti-corruption watchdog official, Vig-Eye, provides a more user-friendly platform  for interface between the CVC and the citizens who may have suffered at the hands of corrupt officials and who want to disclose information about such illegal activities. The complainant just needs to download a mobile application software from the CVC website, www.cvc.nic.in, and can then start uploading audios or videos.
